Catalina features two types of villa designs, Rigel villas and Antares villas, which are built to the same consistently high quality standards and differ only in their floorplans.
Both Rigel and Antares villas have ample living space, with three bedrooms, attached bathrooms, open plan living/dining rooms, pantry/kitchen and additional study/maid’s/utility room with its own ensuite bathroom. Catalina will be managed like a resort, by a team with extensive hospitality and wellness credentials and a strong track record of operating and managing deluxe hospitality and high-end boutique hotel services.

Catalina is owned by a select group of Sri Lanka blue-chip investors partnering with experienced international investors to address Sri Lanka’s market gap in deluxe, independent living. Catalina’s investors have over eighty years of collective experience investing in Sri Lanka and the region and have very successfully built leading hospitality, healthcare and real estate businesses over the last four decades. The shareholders include Sri Lanka’s leading names in hotels and hospitality, alongside experienced international investors.
Two resident villa owners are appointed annually in rotation as advisors to Catalina’s management.
Catalina will offer its villa owners a complete range of domestic services, including weekly cleaning and change of residents’-supplied linen, gardening & maintenance, chauffeur transport, restaurant & catering and a concierge service. A full-time Resident Manager will also be in residence at the country club.

Nevertheless, we recognize that some residents may prefer having live-in domestic help to supplement this. Full time live-in domestic staff will need to be registered with Catalina’s management office and residents are responsible for their staff’s conduct.

Each villa features a third bedroom with ensuite shower and toilet, which may be used as a staff room, or alternatively may be used as a utility room or home office, offering our residents the space, privacy and flexibility they desire.

Catalina is a comfortable 10 minute drive from the Immaduwa exit on the Southern Highway, offering an easy link to Colombo (within 90 minutes’ drive), Galle (within 20 minutes drive) and the Bandaranaike International Airport (within two hours drive) Catalina is located in Koggala, 15 minutes inland from the coastal Galle–Matara road. The beaches and restaurants at Unawatuna, Koggala, Ahangama and Talpe are 15 minutes away. The resort towns of Weligama and Mirissa and Sri Lanka’s southern-most town Matara are all within an easy 30 minute drive to the south.

Koggala is also served by daily sea plane flights operated by Cinnamon Air and Heli Tours, linking with Colombo City, Bandaranaike International Airport, Kandy, Batticaloa, Sigiriya and Trincomalee. Arriving or leaving by sea plane at Koggala offers a glimpse into its heritage as a Catalina flying boat base, once a vital air link connecting Australia with England and other parts of the British Empire.
Yes, pets including house-trained, quiet, sociable dogs will be allowed, if confined to their owners’ premises. Residents are requested to register their pets’ immunization records with Catalina management, and to take full responsibility for hygienically maintaining their pets and to make their own arrangements for pet care during any absences from the premises, including on day excursions.

In keeping with our deluxe, country club community and mindful of many people’s sensitivities or allergies, owners are discouraged from taking pets to the clubhouse.
Yes, Catalina will have a dress code similar to exclusive country clubs around the world. Patrons of the restaurant, library/theatre and lounge are requested to adopt a ‘smart casual’ dress code that differentiates between daytime and evening wear. Residents and guests are requested to please refrain from wearing swimwear apart from the immediate vicinity of pool , or sports clothing apart from the gym and outdoor sports areas.
Residents’ family and friends will be very welcome at Catalina. Our location in the heart of Sri Lanka’s “Southern Riviera”, along with its deluxe country club facilities and amenities will make it a very convenient base to explore Sri Lanka’s western and southern coasts and the hinterland.

All villas feature three bedroom, each with en suite bathrooms, providing ample space for guest accommodation. We request that Catalina management be notified in advance of any overnight guest occupancy.

Residents may also wish to invite family or friends to our regular Saturday evening BBQ, Sunday family brunch or weekday theme nights. These social gatherings are very popular, so we advise booking ahead.
We recognize that residents’ security and safety are of paramount importance at Catalina. Professional security personnel patrol the grounds 24/7, supplementing a secure, alarmed perimeter with CCTV in key locations.

Catalina’s villas meet international safety standards. The clubhouse and every villa features thoughtful design features including non-slip tiles, wheel-chair-accessible door widths, gentle step heights and ramp inclines and wheelchair-friendly bathrooms. Smartphone-enabled CCTV and an individual standby generator for back-up electrical power supply are available as an optional installation in your villa. The clubhouse and grounds also have a separate standby generator.
The clubhouse and grounds will have a portable defibrillation unit, a Senior Wellness Officer resident onsite 24/7, key staff trained in emergency first aid, Doctors and a private ambulance service on call, supported by fast-track access admission and access to well-equipped, nearby hospitals.
Teaching Hospital Karapitiya (“THK”): the largest hospital in the southern province, operational for over thirty years, is within a 20 minute drive by car (less by ambulance). THK is affiliated with the University of Ruhuna’s Faculty of Medicine and provides a comprehensive array of medical services including advanced surgery (including cardiac- and neuro-surgery), orthopaedics, dentistry and maxillary surgery and intensive care.

The medical practice is supported by advanced diagnostics and laboratory facilities including radiology, blood diagnostics/haemotology and oncology.

Asiri Southern Hospital: The largest private hospital in the southern province is within a 25 minute drive (less by ambulance). Operating to World Health Organisation and Australia healthcare accreditation standards, it offers general medical consultancy and care supported by ISO and UK certified laboratory, radiology and diagnostic service, two state-of-the-art operating theatres, an air-conditioned Day Care Unit, an ambulance service and an Intensive Care Unit.

We will have Doctors associated with these hospitals on call and a fast-track admission process supported by your pre-registered medical history, allergies and current medication records and a private ambulance service on call.

Colombo offers a broader array of medical services, many of which are easily accessible just off the Southern Highway, including the government-operated Sri Jayawardenapura General Hospital and the privately-run Hemas Hospital Thalawatugoda, both within a 90 minute drive.

We recommend that overseas buyers who have existing private health/medical insurance should verify with their provider what, if any, health insurance cover is provided for medical services they may require in Sri Lanka.

Residents may also take up a health/medical insurance policy in Sri Lanka. These cover out-patients treatments, hospitalization and overseas treatments. We are happy to provide referrals to several leading insurance providers including Allianz, Aviva/AIA and Ceylinco Insurance.

Koggala lake was once the destination of the longest non-stop flight in the world, a 5,652KM journey across the Indian Ocean that took on average 30 hours, of highly dangerous flying, mostly at night and without lights, starting from Crawley Bay, on the Swan River in Perth, Western Australia.

The fall of Singapore to the Japanese Army in 1942 cut off all direct travel and communications between Australia and Britain. The British Defense Ministry and the Australian Commonwealth desperately needed to break this stranglehold and restore military communications and the transport of senior personnel. A highly secret plan was hatched.

Catalina PBY “Black Cat” flying boats, made by Consolidated Aircraft Corporation in the USA, were being used for highly secretive military operations out of Australia and Ceylon (now Sri Lanka), including the infiltration, exfiltration and supply of Chindit, Z Force and SAS commando raids behind enemy lines in Japanese-occupied South East Asia.

In early 1943, five Catalinas were granted by the American government to the Royal Australian Air force under a “lend lease” arrangement. They were flown across the Pacific under great secrecy, from San Diego in California, to a base in Perth. There, they were stripped down of all non-essential equipment to reduce weight and long-range fuel tanks were added to increase their flight range by around 35%, to 6,700KM. “Rigel Star”, “Antares Star”, “Spica Star”, “Altair Star” and “Vega Star”, named after the stars that these daring pilots used to navigate across the Indian Ocean, commenced operations under Qantas Empire Airways, on 29th June 1943.

Each Catalina flight carried three passengers, often senior government officials and military personnel and one bodyweight-worth of official mail, carried in microfilm format to reduce weight. There was no in-flight entertainment or services and amenities on these 30 hour flights. The constant threat of enemy aircraft required strict radio silence throughout the long flight. In any event, there was no dry land or search and rescue options on their flight route – if a flight went down, no one would know. Every passenger was given a certificate commemorating their induction into “The Rare and Secret Order of the Double Sunrise”, in recognition of the two sunrises they encountered between Perth and Koggala.

The five Qantas Catalinas successfully flew over 1.5 million KM on 271 missions between Perth and Koggala, carried 648 passengers, 51,600kg of microfilmed secret documents and 6,728kg of other freight. Not a single aircraft was lost. The last flight operated on 18th July 1945.

We have commemorated Catalina legacy at Koggala in our logo and have named our two villas models “Rigel” and “Antares”. We anticipate a 9 month timeline to complete a villa and construction of villas will be done in batches. We anticipate that all construction will be completed and Catalina could be operational in 2020. You will receive a regular progress reports and photos and you or your designated representatives are welcome to make visit Catalina to evaluate progress, with prior appointment.
All villa dimensions, floor plan layouts and room sizes for Rigel villas are the same. Likewise for Antares villas. Buyers have the opportunity to customize flooring (eg. timber vs tile), interiors (eg. wall panels vs paint) and the outdoor deck (eg. timber vs terracotta). Buyers may also add options like air-conditioning in the third bedroom, living/dining areas, curtains or roll-down shade blinds, internal CCTV security, a standby power generator and solar electricity panels.
We recognize that our buyers expect uncompromising quality. Should you wish it, we have referral arrangements to select, high quality interiors designers and furniture specialists, who work directly with you to create the ambience to suit your individual preferences and taste.
Should you wish to bring your own furniture and personal items, we have also established arrangements with reliable movers. Overseas buyers wishing to ship personal effects can be provided with a door-to-door service that includes assistance with customs clearance, safe and secure ground handling and unpacking at your villa. Your villa is partially furnished, with quality European-style built-in storage, including kitchen/pantry cupboards and cabinets and fitted wardrobes in the Master Bedroom. You have the option to customise and style these, with a choice of finishes to suit your individual preferences.
The Master Bedroom and one of the Guest Bedrooms are air-conditioned. Your villa comes fitted with ceiling fans in the third bedroom, living room and in the dining room. Should you wish to add air-conditioning to these living spaces, we would be happy to do this for you as an optional add-on.
Each villa is wired for internet and cable TV, accessed via your dedicated and separately billed account with the telecoms service provider. They offer a variety of cable TV packages, to suit your preferences. The clubhouse and environs have Wi-fi, accessible to Catalina residents and guests.
Yes, a standby generator will be available for back-up power. Villa buyers will have the option to add a 5KVA individual standby generator to supplement this.
Each villa is carefully laid out to maximize the view of Catalina’s designer-landscaped tropical gardens, the surrounding paddy fields and the peaceful, rural countryside beyond. Carefully and thoughtfully planted hedging provide a living, green screen for your privacy, while maintaining ample, natural light.
We offer a choice of simple payment schemes, with flexibility to suit our buyer’s preferences.
Buyers may choose among
(i) pre-defined standard instalment payments linked to specific, independently verified construction milestones,
(ii) lump-sum upfront payments, or
(iii) a customized combination of these.

Local buyers including dual citizens and Sri Lanka-incorporated companies may qualify for loans to purchase their holiday villas. The banks’ will assess any financing requests based on the circumstances of the investor.

If you purchase your villa and obtain freehold ownership, your investment will incur Stamp Duty of 4% on the assessed value. If you lease your villa on a 99 year lease, your investment will incur Stamp Duty of 1% on the first 20 years of lease payments. Please note that this is not definitive tax advise – please consult your local lawyer, accountant or tax adviser.

You may incur local council rate payments after you have taken possession of your villa. These payments are based on the local council’s annual valuation assessment and are payable quarterly in advance. The local council has not provided us with an assessment of the potential amount payable - we will provide an update when we receive this information.

(i) A Sale & Purchase Agreement, which details the milestones, corresponding instalment payments and details your rights and obligations until your take ownership of your villa through the Deed of Transfer

(iii) A Deed of Transfer, which the lawyers notarise and register and which grants you ownership of the land on which your villa stands

Residents who are not Sri Lankan citizens or dual citizens may be eligible for a two year renewable resident visa under the government’s My Dream Home programme. This is available to non-Sri Lanka citizens aged over 55 years who can;

(i) invest USD 15,000 (or equivalent in a major currency) in a fixed deposit with a bank in Sri Lanka for the duration of their visa, and
(ii) remit USD 1,500 each month (or equivalent in a major currency) to support their upkeep.
Dependents require an additional USD750 per person per month.

Your nearest Sri Lanka diplomatic mission (Embassy or Consulate) will have the relevant documentation and be able to guide you. Alternatively, we are happy to refer you to a visa and immigration agent who can facilitate your application.
We use Sri Lanka’s oldest law firm, FJ&G De Saram, for our conveyancing and real estate-related legal services, including our own purchase of the land and the preparation of standardized documentation for our buyers. The title searches that they have provided to us, will be made available to your chosen property lawyer.

We have also appointed a resident project manager, to monitor and advise us on construction work at site and to provide regular reports on progress. We will provide these verification reports to you, on request.

Our website and social media sites feature regular updates and photos of our progress. Buyers who have made instalment payments also have regular updates of progress on their villa, media updates and invitations to special events.

Upon completion, your villa purchase agreement will be registered and notarized by F.J. & G De Saram and if you so choose, your lawyer. Lawyers typically also offer free custody and safekeeping of all your associated documentation, safeguarding proof of your secure, clear claim and investment in your own, private piece of paradise.

Yes, if you invest via an Inward Investment Account (“IIA”), offered by certain leading international and local banks, including Standard Chartered Bank, Seylan Bank and the Commercial Bank of Ceylon. For your convenience, we have established referral arrangements with these banks and would be happy to make the relevant introduction. Your nominated bank will guide you through the paperwork required to set up the IIA, which will include standard proof of identity and proof of address verifications.

Inward Investment Accounts can single name, joint accounts or company accounts. They can be denominated in USD, British Pounds, Euro, in addition to Sri Lanka Rupees (“LKR”). Once the account is set up, your bank will guide you through the steps required to remit funds from overseas and convert these into LKR, for local disbursements, such as for your villa installment payments.

If at a future date you wish to divest your villa and remit your sales proceeds back overseas, your bank will require a copy of the relevant documentation (Villa Sale & Purchase Agreement and Deed of Transfer) to furnish to the relevant government authorities.

Similarly, should you wish to rent out your villa when not in residence, your rental income net of rental costs/commissions, may also be converted into your chosen currency and remitted overseas to your nominated overseas bank account via your Inward Investment Account.

We will provide a villa rental and management service for our villa buyers who would like their villa investment to generate rental income when they are not using their villa. This service will include advertising, booking, management and maintenance. It will be covered through a percentage deduction in each villa rental booking. The rental income received by villa owners will be the rental rate, net of this booking fee. Our villa rental and management services fees will be finalized closer to completion and handover of villas to their owners.

We will provide all the conveniences, services and amenities for your country club lifestyle at Catalina, including;

• professional security personnel supported by electronic alarm systems, monitored 24/7
• maintenance, upkeep and minor repairs of your villa
• maintenance and landscaping of your private garden
• individually billed utilities (electricity, water, telephone, internet, cable TV)
• a modern, fully-equipped gym, lap pool, tennis court and an exercise track
• a comfortable library and theatre
• weekly housekeeping (or more frequently if you wish, on a pay-as-used basis), including changing your linen
• convenient and regular scheduled chauffeured shuttle vans to Colombo, Galle, local excursions
• a concierge service
• health & wellness classes and a spa / clinic staffed by qualified professionals
• a spacious restaurant and ‘al fresco areas with tasty, healthy & nutritionally balanced meals

Your quarterly payments for these deluxe facilities and quality services consist of three parts;
• Management Fee – Your management fee covers the running costs and utilities charges for the clubhouse, grounds and back-of-house staff areas. It is based on the size of your land plot; occupants of larger land plots incur a proportionately higher management fee,
• Sinking Fund – Your sinking fund payment covers your contribution towards the upkeep, maintenance and periodic external renovations on your villa, the clubhouse, grounds and back-of-house staff areas. It is based on the size of your land plot; occupants of larger land plots incur a proportionately higher sinking fund payment,
• Catalina Club - Your Catalina Club fee is your membership fee for this exclusive country club. It covers the quality services and luxury facilities you will experience, including villa maintenance, housekeeping, gardening, social events and clubhouse programmes and services for you, your guests and your villa rental guests.
Your payments are made monthly, in advance. We request a deposit equivalent to six months of payments to be made at the time of your final villa instalment payment and prior to occupation of your villa.

Payments for additional services are on an ‘as-used’ basis, including restaurant meals, excursions and special events, personalized fitness and/or wellness instruction, purchases at clubhouse convenience store. These are itemized and billed monthly.

Your utilities service providers require refundable security deposits at the time of setting up your accounts, for electricity, telephone, internet and cable TV – the latter three services may also be bundled together as a single account. Monthly billing for your utilities usage is charged directly by your respective service providers.

Billing is monthly, based on your separately metered usage. We provide your water and bill your water usage. We arrange for utility providers to set up accounts in your name and they bill you directly for the respective utility services provided (e.g. Ceylon Electricity Board, Sri Lanka Telecom or Dialog telephone / internet / cable TV packages).
Your management fee covers the running costs and utilities charges for the clubhouse, grounds and shared areas.
Your Catalina Club fee is your membership fee for this exclusive country club. It covers the quality services and luxury facilities you experience, including villa maintenance and housekeeping, gardening, social events and clubhouse programmes and services for you, your guests and your villa rental guests.
Yes, we will offer our investors a hassle-free villa rental service including advertising, booking, management and maintenance services, paid for through a villa rental booking fee that is charged to each rental.

Our villa rental and management services fees will be finalized closer to completion and handover of villas to their owners. Rental guests will be accommodated in keeping with our country club membership criteria and code of conduct.

Catalina is in the heart of Sri Lanka’s most popular tourism destination, the south. Our close proximity to Galle and easy access to the resort beaches of Talpe, Mirissa and Unawatuna could underpin a healthy, year-round rental demand for our villas. Many of our neighboring properties are luxury villas, operating as high-end boutique hotels. Catalina easily matches the quality of finishes and facilities on offer at these deluxe properties.

Sri Lankan citizens, dual citizens and majority Sri Lankan-owned and incorporated companies may borrow or mortgage their villa purchase.

`We have established referral arrangements with leading international and local banks including Standard Chartered Bank, Nations Trust Bank and Commercial Bank of Ceylon, for the convenience of such buyers. We are happy to facilitate relevant introductions where required. Alternatively, buyers are welcome to make their own financing arrangements.

Your nominated financing bank can be provided a set of relevant documentation (Villa Sale & Purchase Agreement, Title Deeds and Pedigree of Title) that they will require to assess any request for financing a villa purchase.
We maintain a list of suitable buyers who have expressed an interest in being part of this exclusive community. We would be sorry to see you leave, but happy to help you find a buyer from within this group, or to discreetly and confidentially help you look elsewhere. We charge a standard agency fee of 3.5% for this service.

Alternatively, you are welcome to use your own sales agent/broker. Please advise us of any such arrangements in order that we can provide accompanied access to them and anyone who wishes to view your villa. We charge a standard 1.5% fee for this service and the paperwork associated with transferring ownership to the new owner.
Villa pricing and all instalment payments are based in US Dollars (“USD”), but made in Sri Lanka Rupees (“LKR”). The amount payable on any instalment is the applicable USD instalment amount, converted into LKRat the Commercial Bank of Ceylon’s “selling rate” at the time of payment.

eg. An deposit of 12.5% of the villa price is required at the time of signing the Sale & Purchase Agreement. Your instalment payment for this milestone is the USD villa purchase price X 12.5% X LKR/USD selling rate at the time the payment is made

Your instalment payment for this milestone is the USD villa purchase price X 10% X LKR/USD selling rate at the time the payment is made after occupancy, all other payments including Management Fees, Sinking Fund, Catalina Club and Utility payments are in LKR.
In general, prices and costs are comparable with other popular tropical destinations in Asia and South East Asia. Many ‘essential items’ including certain foodstuffs, fuel and medicines are price-controlled and/or subsidized by the government. Items the government deems ‘luxury items’ including many imported foods, wines and spirits, household electrical goods and vehicles, are comparable to, or more expensive than in Australia, Europe or North America. Catalina’s clubhouse convenience store will stock several essentials for those little domestic ‘emergencies’. Our concierge service can also arrange for your shopping to be done at a supermarket once a week, for a nominal fee. The nearest town, Habaraduwa (15 minutes) has a small supermarket and a fresh produce market, while the nearest city, Galle (20 minutes away), offers a large choice of well stocked supermarkets, bakeries, pharmacies and fresh produce markets, including a weekly organic food market.

Staples including rice, flour and products made from these, fresh local fruit, vegetables, meat and fish are significantly cheaper than in Australia, Europe or North America. Local beer, wine and spirits are significantly cheaper, but imported products are comparably priced, or at a premium to prices in Australia, Europe or North America.

Fuel, particularly diesel, is price-controlled and subsidized by the government, so the cost of hired transportation is much lower than in developed countries. Vehicle purchases are extremely expensive, due to government taxes and regular foreign exchange rate-related price adjustments by vehicle dealers.

Generally, it is far more economical to do short term hires or long term leases. Chauffeured hires are only marginally more expensive than self-drive and considering the convenience and insurance aspects, this is our recommended option. Catalina’s concierge service would be happy to make arrangements for residents who need these services.

Most medication is price-regulated by the government and generally cheaper than in Australia, Europe or North America. Some specialized medication may be hard to obtain, and/or are more expensive in Sri Lanka. Residents may be better off stocking up on these overseas, or making arrangements to have these brought across through family or friends.

The cost of medical treatment is generally cheaper than Australia, Europe or North America and accessibility to specialist treatment is generally faster, with much shorter waiting lists.

Residents with access to overseas government-funded or subsidized healthcare may find that Sri Lanka offers cost benefits and easier access, for many comparable products and services. At the very least, such residents have a choice of accessing these in-country, or in Sri Lanka.

Residents with private health insurance may enjoy further advantages, in getting their treatment in Sri Lanka reimbursed - please check with your insurance provider.

Leading private hospitals such as those operated by the Asiri group and the large government-run, University-affiliated Teaching Hospitals offer a high standard of quality healthcare, with modern medical equipment and experienced healthcare professionals. They are both in Galle, within 25 minutes drive from Catalina.
Your villa purchase can be paid in instalments, spread over an estimated 9 month construction period from the time of signing the Sale & Purchase Agreement. The standard instalment payment schedule is;

We have appointed a resident project manager to provide regular, reports on progress. We will keep you informed through regular reports, along with our courtesy reminder to you of your instalment payments.

All instalments are advised in USD, but the actual payment will be in LKR. The LKR amount on each instalment is the USD instalment amount, calculated at the “LKR buying rate” quoted by our bankers, the Commercial Bank of Ceylon, at the time your instalment payment is made. eg. An instalment of 12.5% of the villa price as a Booking Fee on signing the Sale & Purchase Agreement. Your instalment payment for this milestone is the USD villa purchase price X 12.5% X LKR/USD buying rate at the time the payment is made.
